I'm guessing either Cavalier or Nugget magazine.  I know Cavalier has a website-- cavalier.com

Nah, Bayou Brawlers is close but the OP is a different cartoon ("Candy's Gym").  It's  a 4-pager by Lomax, I have it but don't know how to load it here.
