Is there a market for a new art-based website?

Over the years several websites have come (and gone, though a couple have stayed) that publish new art.  I am looking for opinion as to whether an art-based website can survive, if done professionally.  It would couple showcasing some older works with new commissions, and add well crafted stories to the new works (and old).
My worries are that:
- commissioning work is expensive and also time-consuming in order to get a ready stream of material out on, say, a 2 weekly basis
- whilst I appreciate this site and others like it, art may very quickly become spread round the web, thereby limiting the paying consumer base that would allow more works to be commissioned
- I know certain websites are good at controlling the "thieving" (because that is essentially what infringement of copyright is) of their material - JM Rolen and Catfightcentral particularly - do they spend a lot of time and money to do this or are most consumers/bloggers/posters inherently decent and recognise the need to allow commerce to work freely in order that material may be produced.

Thoughts anyone?
