I know this hold as a scarf hold. It is a very effective control hold and difficult to escape. Your opponent can spend a lot of energy trying to get out of it. I hope this helps. Mel

It's called, among other things, a "Straight Jacket".

Also sometimes called a "Japanese stranglehold", "criss-cross stranglehold", "cut-throat", and "cross-armed choke".

It was invented by Jinsei Shinzaki, a Japanese professional wrestler.
