No way to know for certain but the most likely ones are poor and crowded. That would make several regions of Africa and Asia plus some South American cities  likely candidates.

Multiple Southeast Asian nations not only  meet that criteria but I have personally witnessed multiple fights in several of them and have friends who have witnessed even more.

UK as well, lots of catfights in the big cities over the weekend, when everyone gets drunk.
