I think Mexico's Heavyweight NHB and Venezuela's Nation Pro's blow all other teams out of the water.

I think that there is some lack of compensation among the European teams. For example, between UK and Russia ... Both are junior category, but it is not possible comparison. On the other hand, I'd bet on Serbia, Mexico or Venezuela.
