in the beginning of the fight we can see that one woman is on the to of the other.but there is some other woman who stands near and try ti fix the hair of the woman on the top
is it fair?and why she does it?

No, it's not fair. The bystander is holding the woman's waist-length hair out of the way so that the woman on the bottom can't grab it and pull on it. This gives the woman on top an unfair advantage since her opponent can't use her lengthy locks against her.
