Agreeing with Takeshi. Victoria is a jobber and, while Kelsey is by no means a world-beater herself, I think she takes care of business against Justice.

Kelsey defeated Victoria by a margin of 39-28.

I agree with everyone that Victoria is a jobber.  In my opinion, however, Kelsey is also a jobber, but not as big of a jobber as Victoria is.  Victoria is a little shorter then Kelsey, but they look like they're actually about the same size.
