If they had to be a classic mermaid, I'd go with Madam Shyarly the white-tipped Mako from One Piece.
If we're open to accept any more along the lines of Monster Girl's I'd vouch for Octo the Scylla from y Life with Monster Girl.

I don't think her age was ever actually given in the movie. Given that she gets married at the end, she's probably at least 18.
