Is this character based?
If so Miranda Lawson wins with ease, since she is an extremely powerful biotic. She can crush Deanna by lifting her finger.

Doesn't she still need to get close? Because Miranda can cast a Biotic barrier that she won't be able to get through or a singularity that pulls Troi in and makes her float in the air helplessly.
